琉球大学の創立は，琉球の文化・精神史上，最も顕著な出来事である。さらにふさわしいことには，緒ある琉球王朝玉座の地に創設された本学が，自らは謙虚でありながら世界の偉人に列して，王の如き存在であったアブラハム・リンカンの生誕の日に献じられるということである。リンカンの青年期の資産といえば，主に聖書，シェークスピア，ユークリット幾何学等きわめて乏しいものであったのだが，彼はそのすばらしい資産を有効に活用した。それと同様，将来の本学の発展もその資産の量如何にあるのではなく，その質とそれを活用する英知にかかっているのである。
最初にして永遠なる本学本来の使命は，琉球の若人たちが自己の能力を最大限に伸ばせるように教育することでなければならない。
彼らは，自分たちと同様に能力を開発しようと後に続く若者たちのために，機会を増大し且つ豊かにする熱意に燃えていなければならない。かくして，長い間土壌の中で休眠状態にあったその潜在能力は実を結ぶことができるのである。新設の本大学は，住民の伝統に根ざさねばならない。大学は住民の精神的憧慣を体現するものであり，豊かな文化遺産を保存・伝達し，学生に対して過去及び現代における最高の文明に関する学問的知識を提供しなければならない。そして，学生たちが大学の与える機会を利用した結果，自ら学問的貢献をされんことを祈るものである。
本学は，戦塵未だおさまらぬなかに芽生え，且つ平和への道を歩んで繁栄すベく期待されているが故に，われわれの精神を隷属せんとするあらゆる権力に抗して，またもや人類の文化遺産を擁護するために，自由擁護の戦土として創立されるのである。との本学の建学精神たる学問の自由に対する信念は，それを消滅せんと企む反啓蒙主義や弾圧のために，決して曇らされることはなかったのである。従って，本学の献呈は，換言すれば，その信念と揺るがざる決意の表明であり，今回本学の参与する偉大な伝統のなかにあって大学が幾世紀にもわたって象徴してきた理念は，将来も貫かれ旦つ永遠に変ることはないであろう。大学はとわに真理探究に情熱を燃やし，とわに自由であれ！

Establishment of the University of the Ryukyus is an event of outstanding importance in the cultural and intellectual history of these Islands. It is， moreover， particularly appropriate that the University, founded upon the ancient site of the throne of Ryukyuan kings， should be dedicated on the birthday of one who though personally humble was himself kingly among the great of the world--Abraham Lincoln. As in youth he made such purposeful use of his meagre yet fine resources--chiefly the Bible, Shakespeare, and Euclid--so too the eventual greatness of this institution will depend not on the multiplicity but the quality of its resources and its wisdom in using them.
The first and forever primary task of this University must be to educate Ryukyuan youth that they may develop to the fullest their own capacities for service. They must be inspired with the desire to increase and enrich opportunities for those who come after them to develop similarly, that the potentialities which have so long lain fallow in their homeland may be brought to fruition. This new institution should be so grounded in the traditions of the people whose intellectual aspirations it embodies as to conserve and pass on their rich cultural legacy， and yet provide for its students knowledge of the best in all civilizations of the past and those of our own time. And may its students， as the result of the opportunity the University offers， make their own contribution to the sum of human knowledge.
Conceived in the aftermath of war and intended to flourish in the ways of peace， the University is born as the champions of freedom rally once more to defend their heritage against those forces that would enslave the mind of man. This concern for freedom of learning， for things of the sprit, which brought this University into being has never been dimmed by the obscurantism and oppression designed to extinguish it. This dedication is, therefore， another expression of faith and an unshakable resolve that the ideals for which our universities have stood throughout the centuries, in the great tradition of which this institution now takes its place, will continue to foster and perpetuate, forever eager in their quest for truth -and forever free.
