[球案（別紙）] / An Addendum to Report on Ryūkyū
1891年に林権助と袁世凱が行った会談を小田切萬壽之助が通訳・筆記した記録。会談した場所は朝鮮の「清館」と思われる。
この時、袁世凱は清国の朝鮮経営の担当者として絶大な力を持っていた。一方の林は1888年から仁川領事として朝鮮を赴任していた。林は、平壌周辺での清国人による密貿易を問題視し、開港論を唱えていた。それに関連する交渉の記録の一部が本資料であると思われる。開港地としては「鐵島」（平壌江、載寧江、大同江の合流地点）が挙げられており、本資料中で林は袁にこれまでの開港に対する交渉過程を踏まえながら、朝鮮政府の反応などについて尋ねている。
A record of the conference between HAYASHI Gonsuke and Yuán Shìkǎi in 1891, was interpreted and transcribed by ODAGIRI Mannosuke. The locus is thought to be Seikan in Chōsen (Joseon Korea). At that time, Yuán Shìkǎi had dominant power over the Qing’s management of Chōsen (Joseon Korea). Meanwhile, HAYASHI had been served as a consul at Incheon since 1888. He brought the smuggling by the Qing people along the border, around Pyongyang as main agenda and advocated the necessity of opening a port for normal trades. This document can be inferred as part of the negotiation records. It mentioned Tetsutō as the location of port at the confluence of the Pyongyang River, the Joryeong River, and the Daedong River. HAYASHI also inquired Yuán about the reaction of Chōsen (Joseon Korea) government on this issue.
